Directions:In this part, you will have 15 minutes to go over the passage quickly and answer the

Minority Report
American universities are accepting more minorities than ever. Graduating them is another
matter.
BarryMills,thepresidentofBowdoinCollege,wasjustifiablyproudofBowdoin'seffortsto
recruitminoritystudents.Since2003thesmall,eliteliberalartsschoolinBrunswick,Maine,has
boostedtheproportionofso-calledunder-representedminoritystudentsinenteringfreshman
classesfrom8%to13%."Itisourresponsibilitytoreachoutandattractstudentstocometoour
kindsofplaces,"hetoldaNEWSWEEK reporter.ButBowdoinhasnotdonequiteaswellwhenit
comestoactuallygraduatingminorities.While9outof10whitestudentsroutinelygettheir
diplomaswithinsixyears,only7outof10blackstudentsmadeittograduationdayinseveral
recentclasses.
"Ifyoulookatwhoenterscollege,itnowlookslikeAmerica,"saysHilaryPennington,
directorofpostsecondaryprogramsfortheBill&MelindaGatesFoundation,whichhasclosely
studiedenrollmentpatternsinhighereducation."Butifyoulookatwhowalksacrossthestagefora
diploma,it'sstilllargelythewhite,upper-incomepopulation."
TheUnitedStatesoncehadthehighestgraduationrateofanynation.Nowitstands10th.For
thefirsttimeinAmericanhistory,thereistheriskthattherisinggenerationwillbelesswell
educatedthanthepreviousone.Thegraduationrateamong25-to34-year-oldsisnobetterthanthe
rateforthe55-to64-year-oldswhoweregoingtocollegemorethan30yearsago.Studiesshow
thatmoreandmorepoorandnon-whitestudentswanttograduatefromcollege–buttheir
graduationratesfallfarshortoftheirdreams.Thegraduationratesforblacks,Latinos,andNative
AmericanslagfarbehindthegraduationratesforwhitesandAsians.Astheminoritypopulation
growsintheUnitedStates,lowcollegegraduationratesbecomeathreattonationalprosperity.
Theproblemispronouncedatpublicuniversities.In2007theUniversityofWisconsin-
Madison–oneofthetopfiveorsoprestigiouspublicuniversities–graduated81%ofitswhite
studentswithinsixyears,butonly56%ofitsblacks.Atless-selectivestateschools,thenumbersget
worse.Duringthesametimeframe,theUniversityofNorthernIowagraduated67%ofitswhite
students,butonly39%ofitsblacks.Communitycollegeshavelowgraduationratesgenerally–but
rock-bottomratesforminorities.ArecentreviewofCaliforniacommunitycollegesfoundthat
whileathirdoftheAsianstudentspickeduptheirdegrees,only15%ofAfrican-Americansdidso
aswell.
Privatecollegesanduniversitiesgenerallydobetter,partlybecausetheyoffersmallerclasses
andmorepersonalattention.Butwhenitcomestoasignificantgraduationgap,Bowdoinhas
company.NearbyColbyCollegeloggedan18-pointdifferencebetweenwhiteandblackgraduates
in2007and25pointsin2006.MiddleburyCollegeinVermont,anothertopschool,hada19-point
gapin2007anda22-pointgapin2006.Themostselectiveprivateschools–Harvard,Yale,and
Princeton–showalmostnogapbetweenblackandwhitegraduationrates.Butthatmayhavemore
todowiththeirabilitytoselectthebeststudents.AccordingtodatagatheredbyHarvardLaw
SchoolprofessorLainGainer,themostselectiveschoolsaremorelikelytochooseblackswhohave
atleastoneimmigrantparentfromAfricaortheCaribbeanthanblackstudentswhoaredescendants
ofAmericanslaves.
"Highereducationhasbeenabletoduckthisissueforyears,particularlythemoreselective
schools,bysayingtheresponsibilityisontheindividualstudent,"saysPenningtonoftheGates
Foundation."Iftheyfail,it'stheirfault."Somecriticsblameaffirmativeaction–studentsadmitted
withlowertestscoresandgradesfromshakyhighschoolsoftenstruggleateliteschools.Buta
biggerproblemmaybethatpoorhighschoolsoftensendtheirstudentstocollegesforwhichthey
are"undermatched":theycouldgetintomoreelite,richerschools,butinsteadgotocommunity
collegesandlow-ratedstateschoolsthatlacktheresourcestohelpthem.Someschoolsoutfor
profitcynicallyincreasetuitionsandcountonstudentloansandfederalaidtofootthebill–
knowingfullwellthatthestudentswon'tmakeit."Theschoolkeepsthemoney,butthekidleaves
withloadsofdebtandnodegreeandnoabilitytogetabetterjob.Collegesarenotholdinguptheir
end,"saysAmyWilkinsoftheEducationTrust.
Acollegeeducationisgettingevermoreexpensive.Since1982tuitionshavebeenrisingat
roughlytwicetherateofinflation.In2008thenetcostofattendingafour-yearpublicuniversity–
afterfinancialaid–equaled28%ofmedian (中间的)familyincome,whileafour-yearprivate
universitycost76%ofmedianfamilyincome.Moreandmorescholarshipsarebasedonmerit,not
need.Poorerstudentsarenotalwaysthebest-informedconsumers.Oftentheywindupdeeplyin
debtorsimplyunabletopayafterayearortwoandmustdropout.
Thereoncewasatimewhenuniversitiestookprideintheirdropoutrates.Professorswould
begintheyearbysaying,"Looktotherightandlooktotheleft.Oneofyouisnotgoingtobehere
bytheendoftheyear."ButsuchaDarwinianspiritisbeginningtogivewayasatleastafew
collegesfaceuptothegraduationgap.AttheUniversityofWisconsin-Madison,thegaphasbeen
roughlyhalvedoverthelastthreeyears.Theuniversityhaspouredresourcesintopeercounselingto
helpstudentsfrominner-cityschoolsadjusttotherigor (严格要求)andfasterpaceofauniversity
classroom–andalsotohelpminoritystudentsovercomethestereotypethattheyarelessqualified.
Wisconsinhasa"laserlikefocus"onbuildingupstudentskillsinthefirstthreemonths,according
tovice provost (教务长)DamonWilliams.
Stateandfederalgovernmentscouldsharpenthatfocuseverywherebybroadlypublishing
minoritygraduationrates.ForyearsprivatecollegessuchasPrincetonandMIThavehadsuccess
bringingminoritiesontocampusinthesummerbeforefreshmanyeartogivethemsomeprepare
Torycourses.Thenewertrendistostartrecruitingpoorandnon-whitestudentsasearlyasthe
seventhgrade,usinginnovativetoolstoidentifykidswithsophisticatedverbalskills.Such
programscanbeexpensive,ofcourse,butcheapcomparedwiththemillionsalreadyinvestedin
scholarshipsandgrantsforkidswhohavelittlechancetograduatewithoutspecialsupport.
Witheffortandmoney,thegraduationgapcanbeclosed.WashingtonandLeeisasmall,
selectiveschoolinLexington,Va.Itsstudentbodyislessthan5%blackandlessthan2%Latino.
Whiletheschoolusuallygraduatedabout90%ofitswhites,thegraduationrateofitsblacksand
Latinoshaddippedto63%by2007."Wewentthroughadramaticshift,"saysDawnWatkins,the
vicepresidentforstudentaffairs.Theschoolaggressivelypushedmentoring (辅导)ofminoritiesby
otherstudentsand"partnering"withparentsataspecialpre-enrollmentsession.Theschoolhadits
first-everblackhomecoming.Lastspringtheschoolgraduatedthesameproportionofminoritiesas
itdidwhites.IftheUnitedStateswantstokeepupintheglobaleconomicrace,itwillhavetopay
systematicattentiontograduatingminorities,notjustenrollingthem.
